Hope everybody starts with resources to make ballooners!
You start with enough to make 1! 
But I should make sure no one has that combo. There are 12 players with access to 2 resources each, and 15 permutations of the 6 resource pairs to make the Buccaneers. So there are 3 permutations that no one starts with on the map - I’ll make sure that Ballooners isn’t in the starting pairs.
