Are all Experimentation possibilities still equally likely?

Do you always have a 1 in 7 chance of getting each of the tech types from Experimentation? I read in this thread that you do:

I’m playing in a game and invested heavily in experimentation early on. So far there have been 7 galactic cycles and my scientists have unlocked experimentation 5 of those times- the last 3 in a row!! The other two were in terraforming. This seems way out of balance. If it is really random maybe I should go to vegas.

… but wanted to verify since that was 6 years ago. Some players in my game are convinced that Experimentation is a lot more likely than other techs. And that maybe it changes based on race (which I’ve been lead to believe is purely cosmetic in Triton games).
