Difference Between Drop and Garrison

What’s the difference between the Drop action and the Garrison Star action?
I had assumed that any ship that is dropped from a carrier is garrisoned at the star.

If you have 15 ships and 20 on the star and drop 10, then you’ll have 5 left on the carrier and 30 on the star. If you garrison 10, then you’ll have 10 on the star and 25 on the carrier. Garrison simply guarantees the number you want on the star, thus you don’t have to calculate how many ships were built in during the tick or turn.
