I’m trying to make an almost real “life” space evolution of a race and theoretically to be “peaceful” :).
So:
- We start all from one (HOME) star with very good economy, industry, science and some money.
- We start with scanning 3 (you can see far, don’t you?), and experimentation 4 (after all most of discoveries were made by mistake).
- The technology share are cheap (you wish to discover more) but the cost for science building are expensive (because in time the news are rare :)).
- Discovery of weapons is expensive - we want to be peaceful wouldn’'t we?
