Can anyone explain why I’m not able to use the Goblins’ Short Bow power? It’s completely blacked out.

I think it’s because there is so few in the unit. It’s to do with the casting cost reaching zero.
You can merge them into another unit.

Looks like you were right; it seems like it’s probably any ability that scales with Mana cost. I managed to reproduce it with one very lucky Dragon Brigadier.
