I figured out how to obtain smaller images from Giphy web site that use less memory.

At the image that you have selected,

https://giphy.com/gifs/doctorwho-doctor-who-VgZ8sDiYmLpl5muIoM

click MEDIA, then copy the URL from the SMALL version.

Or perhaps just copy the GIPHY web URL directly from the address bar, then paste into the forum post. If the image is small enough, then it may show in the forum post.
