What do Ballooners do?

Description: Hover over Land (not mountains or food)

What does this actually mean? All the other characters seem self explanatory except this one.

Your ship can float over (travel across) anything except food (blank) tile or mountains. If you direct it into a food (blank) tile it will make a settlement like normal:

I’ll update the description so it is clearer: “Can fly over land (except Mtns and Food)”
