When does someone turn into AI?

I was wondering: for how long must a player do nothing to turn into AI? This applies only to the beggining of the game or at any time?

Tick 47 if they never show up after the game starts. After 72 Ticks of inactivity if they did play at all, or 3 missed turn submissions in a turn based game.

If it is a password protected game, the creator of that game can reinstate an AFK player.
