Where do we draw the line when encountering multiple accounts potentially owned by one person? What to do?

I was recently in a game where it seemed like at least 3 accounts were owned by one person. Before I go into details I wanted to pose my main question above. More specifically: where is the line drawn? are there ‘official’ rules? Does the community generally draw the line somewhere?

let the rest of the galaxy know as soon as you suspect. there is a good chance that they will gang up on them.

You should gather an alliance against them.

And shame them mercilously. hopefully they’ll be too embarassed to do it again. really takes the fun out

So post about them here on the forums to shame them a lot? it was 3-6 accounts i suspect. there may have been more than one person behind them but they sure double crossed a lot of people.
