What do the yellow and gold circles beneath a city’s name represent?

Then, the lighter gold color implies a “gold accumulation progress bar” of some sort?

Yep, I think so. There’s been discussion about changing the indicator to something else. If you can think of something clearer I’m sure Jay would be glad for the input.
