Weapons 3 Cost is None. What does this mean?

I’m currently in a custom game: THE UNKNOWN, where, in the game settings, the starting weapons level is weapons 3, and the cost for weapons in none. What exactly does this mean, is it that you can’t upgrade weapons further, or is it something else?

It means that Weapons is locked at level 3 for the entire game & can not be research upgraded.

And no increase to Weapons via Experimentation, either
